I want to create an organization for the Displaced to use their powers to intervene in the crime in both this city and the rest of the world.
Separate from Morningstar, focused on ensuring that the public image of the Displaced is one of allies to mankind, but capable of working alongside Morningstar on major operations and elevating it in the eyes of the public.
I'm working on securing most resources myself, but the technology that goes into scrambler masks would go a long way to getting this off the ground faster.

Right. I remember when you posted about this.

Providing schematics for the scrambler masks is possible, but at this point everyone associates them with being Morningstar tech. It might be difficult to convince the public that your group is separate if you use them.

Developing something similar to it but distinct might be the better option, though I don't know if we have any Displaced with that level of know-how around.
